Turnover and Experience Eligibility in Tenders

Learn how turnover and experience criteria affect government tender eligibility. Understand financial requirements, work experience and qualifying conditions.

Quick answer

Most Indian tenders test two things before price: financial capacity, through a minimum annual turnover, and proven capability, through completed similar work of a stated value. Read whether turnover is averaged across years or taken from the best single year, and match each past project to the tender's exact definition of similar work. Prove both with a CA certificate, audited accounts and completion certificates that state values and dates.

Why buyers set these conditions

A government buyer cannot see inside your firm. Turnover tells it whether you can carry the cash cycle of the contract, and similar work tells it whether you have done this kind of job before. Both are pass or fail. Missing either by a single rupee makes the rest of your bid irrelevant, which is why these clauses deserve the slowest reading in any tender.

Average annual turnover versus the highest year

Turnover clauses come in two common forms, and the difference decides many bids.

  • Average annual turnover: add the turnover of the stated years, usually the last three completed financial years, and divide by the number of years. One weak year drags the average down.
  • Turnover in any one year: at least one of the stated years must meet the figure on its own. A single strong year is enough.

Reading the turnover clause precisely

Check four details. First, which years: "last three financial years" normally means the three most recently completed April to March years, and some tenders say whether the current year's provisional figures count. Second, which turnover: most tenders mean turnover from operations as shown in audited accounts, not other income. Third, whose turnover: for a joint venture, the tender states whether partners' figures are combined or the lead partner must meet a share. Fourth, the threshold itself, which in works tenders is commonly expressed as a percentage of the estimated cost.

On GeM, the bid details table shows the minimum average annual turnover and the years it applies to. Buyers may exempt micro and small enterprises and DPIIT recognised startups from turnover and experience conditions, subject to meeting quality and technical specifications. The exemption rows in the table say whether this buyer has done so.

What counts as similar work

"Similar work" means only what the tender defines it to mean. A road resurfacing tender may define it as bituminous road work. A housekeeping tender may require housekeeping in a government hospital, not in an office. Copy the definition word for word into your notes and test each past project against it.

Works tenders often use a tiered value test, such as three completed similar works each of a stated percentage of the estimated cost, or two works of a higher percentage, or one work of a higher one still. The work usually has to be completed, not ongoing, within a stated period such as the last seven years ending on the bid deadline. Some departments allow older work values to be brought up to present value at an annual rate stated in the NIT. Read whether the tender requires the work to have been done for a government body, a PSU or any client.

Completion certificates and supporting proof

A work order shows that you were awarded a job. A completion certificate shows that you finished it. Buyers want the second. A useful certificate carries:

  • The issuing authority's name, designation and office seal
  • The name of work matching your work order
  • The contract value and the actual executed value
  • The start date and the actual completion date
  • A remark on satisfactory performance, where the tender asks for it

Proof for turnover

For turnover, keep audited balance sheets and profit and loss statements with the auditor's report, the income tax return acknowledgements for the same years, and a turnover certificate from a chartered accountant. A CA certificate issued today should carry a UDIN, the unique document identification number that ICAI requires, which lets the buyer confirm it is genuine. Make sure the CA certificate states the same figures as the audited accounts.

For work done for private clients, buyers sometimes ask for TDS certificates or bank statements showing the payments, because a private completion certificate is easier to manufacture than a government one.

How buyers verify what you submit

Evaluation committees compare turnover figures against the audited accounts and tax returns you uploaded, check UDINs, and may write to the authority that issued a completion certificate. False or inflated documents can lead to rejection, forfeiture of EMD and debarment from future tenders, so never round a figure up or describe a project more broadly than it was.

The practical lesson is to keep a clean, consistent record for every project, the same way you keep your standing document vault. When the turnover clause and your records do not quite meet, the Go or No-Go checklist explains when a joint venture or partner makes sense.

Common questions

Which three years count for average annual turnover?

Normally the last three completed financial years before the bid deadline, each running April to March. Some tenders allow provisional figures for the latest year if the audit is pending, supported by a CA certificate. The tender text decides.

Does an ongoing project count as similar work?

Usually not. Most tenders require completed work within a stated period. A few accept work in progress if a stated value has been executed, but only when the tender says so.

Can a micro or small enterprise skip the turnover condition?

On GeM, the buyer can exempt micro and small enterprises and DPIIT recognised startups from turnover and experience conditions, subject to meeting quality and technical specifications. The bid details table shows whether that buyer has allowed it.

Is a work order enough to prove experience?

Rarely. A work order proves an award, not completion. Buyers expect a completion certificate stating the executed value and dates, issued by the client.
